The roadmap to reverse the degradation of the Part Baixa is underway

At the beginning of next week, the driving group will be constituted that in the coming months will assume the weight of the drafting of the future comprehensive plan for the Part Baixa. This will be a stable team with about twenty people, which will include the main entities and associations, and which will be the backbone of a participatory process that will establish a crash plan, with a road map to reverse the degradation of the neighborhood.

The creation of this group activates the second phase of this participatory process that started in July and has a year to define a plan for the Part Baixa. "Silently and discreetly this is underway," says the Councilor for Territory, Xavier Puig. The Temporary Business Union (UTE) formed by Territoris XLM and BCQ Arquitectura is in charge of this process, which started with the technical diagnosis and data collection, and which in recent days has allowed the start of field work .

All of this information will be turned into a cartography, so that those in charge of this process will have at their disposal a first composition of demographic data, on the housing stock and the quality of public space, among other elements. Already in the second phase, this prediagnosis "will be connected with citizen perception and the collection of proposals and strategies for action," explains Helena Cruz, responsible for the process.

Cruz describes that this driving group "has to be the engine for monitoring the process of drafting and implementing the plan." Parallel to its constitution, the spaces for participation open to all citizens. These will focus on six axes: urban planning, public space, trade and economic activity, culture and heritage, mobility and participation and governance.

The process will have some parallels with the drafting of the BOMB, which will also hold a session in the Part Baixa. The objective is that "a representation of the driving group is there to see what is said and then it can be taken into consideration," argues the third deputy mayor. In both cases, routes have also been planned to get to know the surroundings. Despite this, the person in charge of urban planning defends that "here many pieces are played and all the councils will leave with homework." And it is that, the objective of the City Council is that the drafting of this plan serves to "establish strategies that do not load the industrial physiognomy of the Navy District, but that they value it, maintaining its identity and taking advantage of its potential. It is not making a clean slate, “adds Puig.

The conclusions of the comprehensive plan are set for July 3 of next year

The Part Baixa has been demanding solutions for a long time. The tension rose at the end of the previous term, when the neighbors even organized demonstrations and went to protest in plenary session. "We have to change many things, because this has deteriorated a lot," defends the president of the Neighborhood Association of the Lower Part, Mari Carmen Puig. It hopes that it will be an opportunity to revitalize the thin square –popularly known as the Mitja Lluna– and its extension towards the Square of the Carsfraud apodaca, besides the street Real.

This neighborhood representative recalls that the promotion of this comprehensive plan "was a promise and a priority." And she, in this regard, she affirms that "the important thing is that it go ahead and that it be a reality, not that it stay in a drawer like so many many things."

The aging of the residents and the occupied floors is one of the issues that most worries its neighbors who, on the other hand, see that "we have a conference center and, nevertheless, there is neither a residence nor anything for the elderly ».

The residents agree that the neighborhood began to change more than a decade ago and one of the causes that generated it was, in the first place, the underpass, and then enabling the catwalk. "We are incommunicado," says Puig. This process has been experienced closely by the owners of Can Domènech, with a history of more than forty years in Apodaca street. «Before everything was open, but first they closed the passage of the train track and then with the footbridge we have remained as in a parenthesis. We are stagnant," says Sara Domènech.

For this merchant, the "bad environment" that prevails in some streets and the "unsafety" that this generates are some of the main problems. And, although some initiatives have been promoted, such as the saturday market in the Plaza de los Carros, considers that "it is not enough".

In Calle Reial you can practically count the establishments that are still open on the fingers of one hand. One of those who resist is José Vicente Lorca de Matoga. «Of the block that can be seen here in front, six of the houses are occupied. There comes a time when people want to sell and leave, "he says.

Lorca blames large stores for the commercial situation in the neighborhood. «If you want to boost small businesses you have to to give facilities"Add. All these observations that neighbors and non-neighbors can make are those that will be included in the plan that, when it is drawn up, will have to be technically validated, to verify that the proposals are feasible. From there, it can proceed to its approval in the municipal plenary session. According to the schedule, the presentation of the conclusions is scheduled for the July 3, 2023, so the final green light could arrive after the summer of next year.

The person in charge of urban planning defends the "privileged treatment" that the Part Baixa is receiving compared to other neighborhoods. "We believe that it has a strategic capacity to change all of Tarragona," concludes the Republican mayor.

Bid goes out for the works for the pacification of Orosi

The Tarragona City Council has put out to tender the executive project for the remodeling of Orosi street for an amount of 590,001.37 euros. This means that the week of December 14 will open the period for the submission of offers by the companies that opt ​​for the reform of this street, between the section of Apodaca and Comerç.

The project proposes more safe and accessible spaces for pedestrians. The soil will be on a single platform and the overhead lines will be buried and the sewerage will be renewed to reduce the flooding that affects the neighborhood. Likewise, new vegetation will be planted and street furniture will be improved. «We agreed on this intervention with the Associació de Veïns del Barri del Port and with the entire Xarxa de la Marina. It consists of turning the street into a square, giving pedestrians full prominence, generating a green area and leisure spaces, ”said the Territori councilor, Xavier Puig, in a statement.

The vegetation is one of the strong points of this urban rethinking, with singular trees in the corners and at the ends of the streets. Bike racks and new litter bins will also be installed. This is a strategic street, the gateway from the train station.
